About us
Silver Moor is a consulting practice that develops and implements effective solutions to risk-related business problems where human performance is a significant factor. These can be business efficiency risks, safety risks or risks affecting how effective the organisation is (or is perceived to be by its customers).
The focus of our work is managing the 'human factor'. This involves investigating business processes, features of the workplace and the organisational culture to understand why people are behaving the way they do. With this understanding we can develop and implement changes to create lasting benefits.

This year we joined Children’s Hospice South West’s (CHSW) Business Club, supporting this local children’s charity.
Since the founding of the charity in 1991 CHSW now has three children’s hospices in the south west; Little Bridge House in North Devon, Charlton Farm in Somerset and Little Harbour in Cornwall. The hospice teams provide vital care to over 500 children with life limiting illnesses and offer much needed support to families. To find out more about their work, visit www.chsw.org.uk |
John Baker
John is the Managing Partner of Silver Moor, having formed the practice in 2013. John is a management consultant with experience in both public and private sector organisations. He has a broad range of strategic, business and analytical skills, and has a track record of delivering successful projects for clients. A pro-active individual capable of working with a wide range of disciplines (including managers, engineers, operators and safety professionals) at all levels of an organisation, John has proven expertise in project delivery, human performance management and risk management. Before becoming a consultant John was an experienced manager in the transport sector.
As well as being a professional engineer (IEng and Member of the Institution of Engineering Technology), John has an MBA and is a Fellow of the Institute of Consulting (FIC), the Institute of Training and Occupational Learning (FITOL) and the Institute of Enterprise and Entrepreneurs (FIOEE). John is a mentor for the Open University Business School's Alumni Mentoring Programme and co-manages the Human Factors Professionals group on LinkedIn which has a membership of almost 3,000 human factors professionals.
John has previously been a member of the South West Board of the Chartered Management Institute (www.managers.org.uk), working with a team of management professionals to plan, organise and run a vibrant programme of events to help create better led and better managed organisations across the south west.
John is a leader at a thriving Scout group, part of a team of leaders that create safe, exciting and stimulating activities for young people. John also volunteers with Working Knowledge (a Bristol-based social enterprise) as a Business Volunteer to help prepare the next generation of young people for the world of work by raising their aspirations, confidence and employability skills through staff and student events.

Ian Lake
Ian is one of our associates with extensive experience working in the rail and transport sectors in both operational management and safety leadership roles. Ian has worked in organisations of all sizes from Network Rail down to start up train operators as the first employee and has worked across the UK and Ireland.
He specialises in the development of management systems from top level policies down to producing clear and simplified instructions for frontline staff. He has strong experience in managing businesses through operational changes, having worked on new rail route openings and new rolling stock introduction and cascades and has worked across the technical disciplines. Ian has led teams managing the mobilisation of operational projects from first concept, through approvals and into full production.
Ian takes a great interest in competence management systems having worked as an assessor and verifier and introduced concepts such as Non Technical Skills into organisations, drawing on his experience of working in safety critical roles himself. Ian has investigated a number of incidents looking human and organisational factors and engineering and maintenance issues and has worked on the application of ‘fair culture’ principles.
Ian holds a BSc in International Transport, an MSc in Nature, Society and Environmental Policy and a postgraduate certificate in Railways Systems Engineering and Integration. He is an member of the Chartered institute of Logistics and Transport and a Fellow of the Institute of Railway Operators.
Ian advises several heritage organisations on a voluntary basis on safety and governance and is a leader at his local scout group.
