About us
Silver Moor is a consulting practice that develops and implements effective solutions to risk-related business problems where human performance is a significant factor. These can be business efficiency risks, safety risks or risks affecting how effective the organisation is (or is perceived to be by its customers).
The focus of our work is managing the 'human factor'. This involves investigating business processes, features of the workplace and the organisational culture to understand why people are behaving the way they do. With this understanding we can develop and implement changes to create lasting benefits.

This year we joined Children’s Hospice South West’s (CHSW) Business Club, supporting this local children’s charity.
Since the founding of the charity in 1991 CHSW now has three children’s hospices in the south west; Little Bridge House in North Devon, Charlton Farm in Somerset and Little Harbour in Cornwall. The hospice teams provide vital care to over 500 children with life limiting illnesses and offer much needed support to families. To find out more about their work, visit www.chsw.org.uk |
John Baker
John is the Managing Partner of Silver Moor, having formed the practice in 2013. John is a management consultant with experience in both public and private sector organisations. He has a broad range of strategic, business and analytical skills, and has a track record of delivering successful projects for clients. A pro-active individual capable of working with a wide range of disciplines (including managers, engineers, operators and safety professionals) at all levels of an organisation, John has proven expertise in project delivery, human performance management and risk management. Before becoming a consultant John was an experienced manager in the transport sector.
As well as being a professional engineer (IEng and Member of the Institution of Engineering Technology), John has an MBA and is a Fellow of the Institute of Consulting (FIC), the Institute of Training and Occupational Learning (FITOL) and the Institute of Enterprise and Entrepreneurs (FIOEE). John is a mentor for the Open University Business School's Alumni Mentoring Programme and co-manages the Human Factors Professionals group on LinkedIn which has a membership of almost 3,000 human factors professionals.
John has previously been a member of the South West Board of the Chartered Management Institute (www.managers.org.uk), working with a team of management professionals to plan, organise and run a vibrant programme of events to help create better led and better managed organisations across the south west.
John is a leader at a thriving Scout group, part of a team of leaders that create safe, exciting and stimulating activities for young people. John also volunteers with Working Knowledge (a Bristol-based social enterprise) as a Business Volunteer to help prepare the next generation of young people for the world of work by raising their aspirations, confidence and employability skills through staff and student events.

Chris Blackburn
Chris is an associate of ours with over 30 years experience of the fire and rescue service. He has dealt with numerous emergency incidents, including fires, road traffic accidents, floods and specialist rescues, both as a front-line firefighter and as the senior officer in charge of operations. Chris has expertise in business fire safety, accident investigation, and health and safety. He has built and led teams within these areas and operated at strategic management level.
He has been the senior officer with responsibility for business fire safety, health and safety and operational assurance in a local authority Fire and Rescue Service and has worked at a National level with the Chief Fire Officers Association (CFOA) to develop policies, processes and guidance for enforcement of the Regulatory Reform (Fire Safety) Order 2005 across England and Wales.
Chris is trained to the highest level of incident command, fire investigation and accident investigation. He recently completed the Multi Agency Gold Incident Command course with the College of Policing, qualifying him to operate within the Gold Command structure at any major incident.
He is on the marking team for the Institution of Fire Engineers Level 4 Paper in Fire Safety, has worked as route manager on the Breast Cancer Care Pink Ribbon 5, 10 and 20 mile night walks in London and has coached young people on the Rotary Youth Leadership Award (RYLA) on Dartmoor.

Steve Davison
Steve is our graphic design expert, and has developed our route risk maps for clients as well as a range of documents supporting our training and consultancy projects. He brings a vast amount of experience to the design of effective visual communications, combining contemporary digital and traditional media skills to create solutions which precisely meet client objectives.
Steve has worked with some of the world’s best-known brands, including Microsoft, BT, Sony, Hewlett-Packard, Coca-Cola and Nokia, designing for a wide range of projects from high profile events and major re-brands to bespoke digital platforms and custom apps. Within the transport sector, Steve has delivered successful projects for Network Rail, National Express, The Highways Agency, Transport for Edinburgh, Balfour Beatty and Crossrail.

Ian Lake
Ian is one of our associates with extensive experience working in the rail and transport sectors in both operational management and safety leadership roles. Ian has worked in organisations of all sizes from Network Rail down to start up train operators as the first employee and has worked across the UK and Ireland.
He specialises in the development of management systems from top level policies down to producing clear and simplified instructions for frontline staff. He has strong experience in managing businesses through operational changes, having worked on new rail route openings and new rolling stock introduction and cascades and has worked across the technical disciplines. Ian has led teams managing the mobilisation of operational projects from first concept, through approvals and into full production.
Ian takes a great interest in competence management systems having worked as an assessor and verifier and introduced concepts such as Non Technical Skills into organisations, drawing on his experience of working in safety critical roles himself. Ian has investigated a number of incidents looking human and organisational factors and engineering and maintenance issues and has worked on the application of ‘fair culture’ principles.
Ian holds a BSc in International Transport, an MSc in Nature, Society and Environmental Policy and a postgraduate certificate in Railways Systems Engineering and Integration. He is an member of the Chartered institute of Logistics and Transport and a Fellow of the Institute of Railway Operators.
Ian advises several heritage organisations on a voluntary basis on safety and governance and is a leader at his local scout group.

Steve de-Bruin
Steve is an Associate of ours, with expertise in business continuity, business resilience and investigation techniques. Steve has experience of investigating organised fraud where he found himself investigating large scale fraud that led to arrests, interviews under caution and at times prosecution and imprisonment of criminals and criminal gangs. He has led a team of highly trained and experienced Investigators to tackle high level data fraud.
Steve has extensive experience of the cognitive interviewing techniques and has interviewed over 400 suspects under police caution. These skills have been utilised over many years in training new staff and teams in investigative practice. Steve's skills for investigation have now led him into a field of pre-disruption planning and post-disruption evaluation. This includes tabletop exercises for corporate clients, helping them to cope with disruptive and/or emergency events. Steve's exercises also allow corporate business continuity plans and processes to be tested and modified before a real situation is encountered. Steve is an Associate of the Business Continuity Institute.

Sarah Ward
Sarah is our most recent Associate and delivers our Mindfulness training programmes. Sarah has worked in both the private and public sector and now runs her own training and consultancy, Leading Wisdom. A particular area of specialism is in working with organisations to address bullying and harassment, to understand the benefits of diversity and inclusion and to build skills in constructive challenge.
As a coach and trainer she has designed and delivered coaching and mentoring programmes for managers. She has written in-house Mentoring programmes and designed both in-house and public workshops and seminars including a masterclass for coaches wishing to incorporate Mindfulness into their professional practice. Sarah is qualified as a both an individual and systemic team coach.
